No, activating a license on recognized staging, development, or localhost environments does not count against your license’s site activation limit. Freemius automatically excludes these environments from the license quota, allowing you to use the same license across production, staging, and development sites without needing additional activations.

Freemius identifies staging and development environments based on specific domain patterns. These include certain top-level domains (TLDs) like .dev, .test, .local, and .staging, as well as subdomains such as dev.*, test.*, staging.*, and domains associated with popular hosting providers like *.wpengine.com, *.cloudwaysapps.com, and *.myftpupload.com. Additionally, any domain set to localhost is treated as a development environment.​

If your staging or development site uses a domain that doesn’t match these recognized patterns, it may count toward your license’s activation limit. In such cases, you can adjust your domain to fit the recognized patterns or contact me to add your staging/development domain to the allowlist.
